{"id":7414,"date":"2026-04-22T02:06:01","date_gmt":"2026-04-22T02:06:01","guid":{"rendered":"https:\/\/cvnoticias.com\/nuevapagina\/?p=7414"},"modified":"2026-04-22T02:06:02","modified_gmt":"2026-04-22T02:06:02","slug":"presentan-iniciativa-en-el-congreso-del-estado-para-crear-juzgados-municipales-de-bienestar-animal","status":"publish","type":"post","link":"https:\/\/cvnoticias.com\/nuevapagina\/index.php\/2026\/04\/22\/presentan-iniciativa-en-el-congreso-del-estado-para-crear-juzgados-municipales-de-bienestar-animal\/","title":{"rendered":"Presentan iniciativa en el Congreso del Estado para crear Juzgados Municipales de Bienestar Animal"},"content":{"rendered":"\n<ul class=\"wp-block-list\">\n<li>La medida propone una instancia que vigile y sancione el maltrato, la crueldad y el abandono animal<\/li>\n<\/ul>\n\n\n\n<p>San Raymundo Jalpan, Oax., a 21 de abril de 2026.- Con el objetivo de garantizar una respuesta inmediata, sanciones administrativas efectivas y una cultura de tenencia responsable desde el \u00e1mbito municipal, se present\u00f3 en Sesi\u00f3n Ordinaria de la Diputaci\u00f3n Permanente una iniciativa para crear, organizar y vigilar la operaci\u00f3n de los Juzgados Municipales de Bienestar Animal. Estos se adscribir\u00edan a la Sindicatura o a la estructura de justicia c\u00edvica aprobada previamente.<\/p>\n\n\n\n<p>El Proyecto de Decreto fue presentado por la diputada Sandra Daniela Taurino Jim\u00e9nez, integrante del Grupo Parlamentario de Morena, y se\u00f1ala que estos espacios buscan cumplir con diferentes facultades, como conocer y sancionar las infracciones administrativas en materia de maltrato, crueldad y abandono animal previstas en los reglamentos municipales; as\u00ed como dictar medidas de protecci\u00f3n urgentes, incluyendo el aseguramiento precautorio de animales que se encuentren en peligro inminente.<\/p>\n\n\n\n<p>Tambi\u00e9n, promover la conciliaci\u00f3n en conflictos entre particulares derivados de la tenencia de animales; coadyuvar con la Fiscal\u00eda General del Estado (FGEO) en casos que puedan constituir delitos previstos en el C\u00f3digo Penal; y ordenar el arresto administrativo o la imposici\u00f3n de multas y trabajo comunitario, orientado a la protecci\u00f3n ambiental y animal.<\/p>\n\n\n\n<p>En su exposici\u00f3n de motivos, la legisladora indic\u00f3 que el derecho contempor\u00e1neo ha experimentado una evoluci\u00f3n irreversible, transitando de una visi\u00f3n antropoc\u00e9ntrica a una ecoc\u00e9ntrica, donde los animales son reconocidos como seres sintientes y sujetos de protecci\u00f3n jur\u00eddica especial.<\/p>\n\n\n\n<p>Dijo que la propuesta surge para reducir la incidencia de falta de cuidado animal de los municipios, ya que representan el primer contacto directo con la ciudadan\u00eda y permiten dise\u00f1ar mecanismos \u00e1giles de aplicaci\u00f3n.<\/p>\n\n\n\n<p>Asimismo, tiene como sustento el modelo de \u00e9xito del Ayuntamiento de Santa Luc\u00eda del Camino, al ser pionero con la creaci\u00f3n del primer Juzgado Animal en la entidad, en donde la proximidad ha sido la herramienta m\u00e1s eficaz para una justicia r\u00e1pida y efectiva.<\/p>\n\n\n\n<p>La iniciativa, mediante la cual se adiciona la fracci\u00f3n IX al apartado G del art\u00edculo 43 de la Ley Org\u00e1nica Municipal del Estado, fue turnada a la Comisi\u00f3n Permanente de Fortalecimiento y Asuntos
